ایده ساخت شهرهای شناور چیز جدیدی نیست و مدتی است که ذهن بشر امروز را مشغول خود ساخته است ، افزایش جمعیت دنیا و کمبود زمین برای سکونت و هزاران عامل دیگر باعث و بانی چنین طراحی ها و ایده ها می باشد ، یک طراح بلژیکی به نام " ونسان کاله باوت " (Vincent Callebaut) سازنده و طراح شهری شناور است که آن را "لیلی‌پاد" (Lilypad) نام گذاری کرده است.

در حقیقت این شهر محیطی مساعد برای کسانی است که از شر یا آسیب تغییرات شدید آب و هوایی به آن پناه می‌برند، اما بیشتر به یک شهر رویایی شبیه است تا یک جان‌پناه. این شهر که برای ساخت آن از طبیعت الهام گرفته شده است، برای اسکان 5 هزار نفر طراحی شده و پناهگاهی مناسب برای کسانی است که از تاثیرات گرم شدن جهان و دیگر بلایای طبیعی به آن پناه می‌برند. لازم به ذکر است که زمان ساخت ان سال 2100 اعلام شد است .
این شهر برای تامین انرژی لازم، خودکفا بوده و برای تامین انرژی از منابعی مانند باد، خورشید و برق آبی استفاده می‌کند. تمامی آب و غذای موردنیاز ساکنان شهر را در خود آن می‌توان تهیه کرد و رشد داد. قرار است این شهر در برابر تلاطم امواج 40 تا 50 فوتی مقاومت کند، اما استقامت آن در برابر گردبادهای شدید و طوفان‌های بنیان بسیار شدید در معرض تردید است.
شاید این شهر بتواند به عنوان لنگرگاه برخی کشتی‌ها نیز ایفای نقش کند و ابزاری کمکی برای سواحل و بنادر باشد. طراحی شهر شناور به گونه‌ای است که بیشینه استفاده از نور محیط برای جذب و تبدیل آن به انرژی صورت گرفته است، اما داخل شهر دارای نور تنظیم شده‌ای است. ممکن است: "لیلی‌پاد" الگویی برای شهرهای شناور آینده باشد.
